ATS Comments on Proposed Hospital Quality Measures

The ATS submitted comments on the Centers for Medicare and Medicaid Services (CMS) proposed Hospital Inpatient Prospective Payment rule for 2016.  The ATS comments strongly urged CMS to scrap the current Two Midnight rule that requires Medicare beneficiaries to stay in the hospital two nights before they are considered inpatient stays.  The ATS also commented in support of CMS's proposed refinements to the hospital quality measures for COPD and pneumonia – but encouraged CMS to seek approval for measure changes from NQF and other quality standard setting organizations before making unilateral changes to quality measures.
