Senate Appropriations Committee Releases Fiscal Year 2022 Funding Proposals

This week, the Senate Appropriations Committee released its Fiscal Year (FY) 2022 appropriations bills. Since the recently released bills have not been formally considered by the Senate, the spending measures point to Senate Majority funding recommendations and priorities.

 

The Senate proposed funding levels for the National Institutes of Health, Centers for Disease Control, Environmental Protection Agency and the U.S. Agency for International Development follow:

  • $47.92 billion for the NIH, including:
    • A $2.6 billion discretionary increase for NIH, $900 million less than the House proposal
    • $2.4 billion to establish the Advanced Research Projects Agency for Health (ARPA-H), $600 million less than the House proposal
  • $9.73 billion for the CDC, an increase of $1.86 billion over FY2021 and $820 million less than the House proposed; proposed funding for myriad CDC programs includes:
    • $945.93 million for Immunization and Respiratory Diseases at CDC, an increase of $124.93 million over FY2021 and $5 million less than the House proposal
    • $135.03 million for Tuberculosis, level funded with FY2021 and $5 million less than the House proposal
    • $9.22 million for Global TB, level funded from FY2021, and the same level proposed by the House
    • $247.5 million for Tobacco, an increase of $10 million over FY2021 and $2.5 million less than the House proposal
    • $3 million for the Chronic Disease Education and Awareness Program, an increase of $1.5 million over FY2021, and $2 million less than the House proposed
    • $32 million for Asthma, an increase of $2 million over FY2021 and the same level proposed by the House
    • $110 million for Climate and Health, an increase of $100 million over FY2021, and the same level proposed by the House
    • $1.56 billion for the Global Fund to Fight HIV/AIDS, Malaria, and TB at the USAID, the same level as FY2021 and the House proposal
    • $400 million for Tuberculosis, an increase of $81 million over FY2021, and $69 million less than the House proposal.       Includes $15 million for the Global TB Drug Facility, level funded from FY2021, and the same level proposed by the House.
  • $691.79 million for the Occupational Safety and Health Administration, an increase of $74.13 million over FY2021 and $25.87 million less than the House proposal.
  • In the Senate’s Interior-Environmental bill, EPA would receive $10.5 billion for FY2022, a $1.3 billion increase over current levels. The proposal is less than the $11.34 billion approved by the House.

While distracted by many other policy issues, the Senate is expected to address fiscal 2022 appropriations bills in the near future. Once the Senate has passed its version of the appropriations bills it will need to reconcile its funding recommendations with the House funding levels.
