President Biden Signs Fiscal Year 2022 Omnibus Appropriations Law

President Biden signed into law the $1.5 trillion Fiscal Year (FY) 2022 omnibus appropriations package containing all 12 annual federal agency spending bills, supplemental funding for aid to Ukraine, and other policy initiatives. We expect the administration’s budget request for FY 2023 to be released shortly and for Congress to move ahead with FY 2023 appropriations activities.

Highlights of the FY 2022 omnibus appropriations package include:

National Institutes of Health – $44.6 billion (+ $2.03 billion)

NHLBI - $3.81 billion (+143.68 million)

NIAID - $6.32 billion (+$253.11 million)
NIEHS - $842.17 million (+ $27.49 million)
NINR – $180.86 million (+$5.91 million)
NIMHD –$459.06 million (+$68.19 million)

Centers for Disease Control and Prevention – $8.45 billion (+$582 million)

            CDC TB program – $135.03 million (level funding)

            CDC Immunization and Respiratory Diseases - $868.2 million (+$124.93 million)

            CDC Chronic Disease Prevention and Health Promotion – $1.34 billion (+$62 million)

            CDC Office on Smoking and Health – $241.5 million (+$4 million)

            CDC Chronic Disease Education and Awareness Program - $3 million ($1.5 million)

            CDC National Institute of Occupational Safety and Health - $351.8 million (+$5.5 million)

            CDC Global TB Program - $9.72 million (+$0.5 million)

Advanced Research Project Agency for Health - $1 billion within the HHS Office of the Secretary. Enabling legislation for the creation of ARPA-H is still needed. Once the agency is statutorily established, permanent placement of ARPA-H within the federal government will similarly be decided.

VA Medical and Prosthetics Research Program - $882 million (+$67 million)

Environmental Protection Agency - $9.56 billion (+$322.33 million)

USAID Global Health - $3.88 billion (+$614.05 million)

            USAID TB - $371.05 million (+$52 million)

            USAID TB Drug Facility – $15 million (level funded)
